This is a revolution, breaking rules that go back to antic Greece. Rules that probably contribute to the feeling of awe one can resent when comes election day, but which also restrict our ability to participate in politics.
Now we can acquire three new freedoms: freedom of time, of place and of object. We can vote from our home, in the middle of the night and on the small issues that we care about.
There are consequences. For example if you can vote anytime, why not also change your vote if you so wish? If votes are permanent, why have dates and agendas, except for outside conditions?
If you can vote on any issue, then why not allow everybody to propose polls? No technical limitation limits that ability, but for our own capacity to follow all of them. And in fact their number growing, delegating your votes will become a required feature, allowing you to concentrate on the parts that interest you the most, while delegating your voice to someone you trust on other matters.
If you can vote from anywhere, then you can vote in front of anybody, this means vote selling is a possibility. It is not anti democratic, it’s a feature. A feature that, yes, could result into an oligarchy, it all depends on the value of our votes.

Of course a large scale Direct Democracy relying on electrons is difficult to accept, due to one very valid reason: we can’t trust internet.
It is so easy to change rules, to break into servers, to subvert data. Can we ever use it for such an important things as politics?
There is a way, a simple one relying on three elements:
Anybody can setup a server that replicate the data of other servers.
When you cast a vote you sign it with your private key.
Anybody can setup electoral lists that contain public keys.
There you have it. Basic isn’t it? Of course it requires that all data is totally transparent, to the point it can be replicated among any number of server. No anonimity (in the basic and simplest setup).
pgp signatures being what they are, can not be subverted (nowadays and in the near future), thus the votes can take any path available to them. They can be cast from any server. But to be sure that one’s vote is not simply erased from that first node, it is recommended to check that it has been replicated to a few other ones. Or better, to send it directly to different servers.
There can be any number of participants, votes or issues, but at the end of the day the results are calculated using one electoral list and on one server. Everybody can check if thoses results are valid or not.
This doesn’t bring 100% security, no such thing can exist even in the physical world, but it can bring trust. An active trust, if you care about the issues, the process, the participants, you can supervise it and make sure it goes as it should. The more eyes, the more trust.

Hi there. I am very interested in this project but am having some problems assessing what it does and doesn’t do; I hope someone can explain how i get the tool up and running in order to assess its features.
More generally, I am interested in the web-moderated participative democracy. I am a politics student at an Irish university and interested in sponsoring a project at my college to develop an open source tool that delivers the above functionality. If there are other projects out there in this sphere that you feel are worth knowing about, then please share. Hopefully this can be the beginning of a productive exchange. Thanks and keep up the good work.

Ahhh s’ace has directed me to an excellent article and in fact a website of
articles which fits my thinking.
I have long held that "university/collage do as much damage as good. Of
course there are things to learn such as electronic programming. However
much is taught as unchangeable fact which hinders any improvement or new
thinking.
What cha think?
Isn’t this new way what eParlement is after? New ways — networking new
ideas – help each other solve issues and problems – world wise?
This is why I think we need a “clearing house”. Perhaps irc will do it?
However it is only chance I find anyone on IRC. We need to introduce these
new ideas via irc forwarded to leparlement however so they are discussed and
become real methods which could be implemented. Of course each country needs
at the least Initiative and Binding Referendum to implement anything.
Somehow we need to carry on discussion about these “ideas” so they mature
and grow.

Moyiga Nduru (IPS)A few years ago, this IPS correspondent posed a question at a workshop in Johannesburg, South Africa, about whether non-governmental organisations (NGOs) should be held more accountable for their actions. Afterwards, the key speaker at the event pulled me aside, and issued a polite rebuke for my “dangerous question”.
The “dangerous question” has continued to crop up since then, however, reflecting a growing debate over standards of conduct within the humanitarian sector as it has assumed an ever more prominent role in public life. Civic groups are now being scrutinised over a range of issues — from accounting practices, to whether they are truly serving the needs of communities.
“It’s true that accountability is not being exercised to the extent that it should be. Quite a large number of civil society organisations and NGOs have no organically-evolved mandate from the citizens,” Ozias Tungwarara, director of the Johannesburg-based Open Society Institute, itself an NGO, told IPS.
Notes an anonymous posting on the website of the Southern African NGO Network: “Many NGOs are not practicing what they preach and a good example is the HIV/AIDS activists. Soon after conducting a workshop, they are already getting promiscuous. Is it the money that attracts them to the job or the need to be socialists that want to see change in the society?”
“Having worked for NGOs for almost four years, I can safely say that most of these NGOs just want funding and if not monitored, they convey it to their personal use,” added the writer.

All NGO and Government must be accountable, thus the need for structure. I believe it is impossible to develop accountable infrastructure without Hierarchy. Hierarchy is neither bad nor good, it is a system of organization. Those who hate hierarchy, are only looking at the label. HOW a hierarchy is developed, for what purpose and by whom is the issue. The PEOPLE must design the hierarchy so the “workers” follows the directions (structure) which the people desire and are accountable for that work which the People desire.
The same goes for government(s). The people must design the infrastructure (Constitution / Charter) and the "employee’s (elected or hired) must comply with the infrastructure. Regards, Bruce

Ce n’est donc qu’un début, avant d’arriver à un système qui englobe toute les fonctionnalités souhaitées dans le cadre d’un système TOP , mais ceci permet déjà un premier aperçu de quelques uns des éléments clés permettant un débat sans cacophonie car filtré, et démocratique car ce filtre n’est pas imposé de manière arbitraire mais modulé par chacun de manière totalement libre – et les notations résultent également de l’appréciation des utilisateurs.
