Integral decision making process

OK, I see it as follows:
- Decision Preparation
3.1. Problem Identification -Done during debate phase in AD-forum
3.2. Goals Definition -Done during debate phase in AD-forum
3.3. Information Gathering -Done during debate phase in AD-forum and by indivduals concerned by the matter of issue.
3.4. Generation of Possible Solutions -Done during debate phase in AD-forum and by indivduals concerned by the matter of issue.
Those who are most involved will put up proposals for voting upon. The bad solutions will not be voted so much on in relation to the more popular ones, giving a evolutionary problem soultion. The bad ones will never be finished since they will never reach an accumulated support of 1 or -1, and can thus be sorted away by the voters.3.5. Evaluation of All Possible Solutions
Se 3.4.For both 3.4 and 3.5, of course, for more complex issues the methods you mention will be very usefulö and can be used before real and sharp proposals are voted upon.
- Decision Making
-As you write, both DD and RD can be used or a mix (AD have the possibility to delegate one or several issues/areas of interest to delegates (reps.)
Filtering of issues is made mainly by sorting on areas of interest + accumulated support, giving focus only on things the citizen is interested in and which might be decided within a relatively short timespan.
The rest of the issue can be ignored to handed over to a delegate(rep.)- Decision Implementation
AD has the goal to have very clear rules upon what shall be in all new
proposals.
In all new proposals there shall at least be info about - implementer (a person or organization that has accepted to implement a positive outcome of the vote),
- financial soultion (if the proposal is conncted to any cost)
1 will be neccessary to sort out first in order to have any willing implementer to do the job
2.will be necceasary if the organzation/nation will go bankcrypsy soon due to overbudgeting.- Implementation Control
-Well, maybe we have some work to do here.
But this is a sad part of all large organzations, not very often is a
white book written or a follow up held against an implementer.
This is mainly due to moving goals and unclear decisions in the first
place, giving manouver space to low performers without any
responasbility.
I think that clear tasks and very clear decisions will improve the situatuon significatly though since we are talking about specific tasks and actions here, not todays “package” of opinions which the traditional parties are seeking support for in the elections.
