I believe it is essential that the EU have a written constitution. Much problem now is country’s with in the EU do not know if their sovereignty will be taken from them, what issues are within their power to make decisions.
A clear aim or purpose of the European Union must be declared.
A divided powers clause, restricting what the EU can decide and the balance left to the individual Country s decision. Thus conserving each country’s culture and sovereignty.
Individuals basic rights must be stated as well as defining the Initiative and Referendum statue to include binding referendum.

I don’t know for sure. England does manage to carry on without any constitution. And most countries have independent constitutions on their own…
