EU competitive with US? Unfortunately the bush administration sees only its own purse. I believe another administration (President) and a democratic (party) congress instead of the last 8 years of (republican party) run congress will open doors for a stable situation which could benefit both EU and US.

There are open possibilities.
First one would be the euro. If more and more countries use it as their money of keep, then the dollar and US economy are in great direct troubles.
Next, is US relationships with the rest of the world. South America for example, could become an even closer partner with Europe. There are talks of free trade.
There is also the simple EU growth, Ukraine, Georgie, Turkey. There is potential there. Even Russia in time! :)
But we are a long way from US dynamism and work capacity. I guess we prefer stability and less stress.
