&lt;p&gt;-M: My SD2-Smartocracy plan is never pure DD.&lt;/p&gt;
&lt;p&gt;The voter can vote for an issue only, but the algorithm will use this
voter&amp;#8217;s voting power toward representitives.&lt;/p&gt;
&lt;p&gt;This is practical because it can yield PageRankable data, despite
having only &lt;strong&gt;local&lt;/strong&gt; DD data.(Quality filtering.)&lt;/p&gt;
&lt;p&gt;This also is ethical because:&lt;br/&gt;
1.The voter isn&amp;#8217;t forced into RD, because (s)he gets representitives
anyway, regardless of the system.&lt;/p&gt;
&lt;ol&gt;
	&lt;li&gt;The voter is informed that his/her voting power is not going to the
top ranked, and is just going to fill gaps in the rank distribution
curve.&lt;/li&gt;
