Seems to me there are only concrete security issues that might not be interesting for public aproach due to their nature. I do not know is this possible or not from current political context which is the only we actually have.
Since we are developing concepts and procedures ultimately for the governance of a country or the public service, it is better to formulate them based on the needs and requirements of the public service and run our organizations based on them.
I agree. We should set up standards that can easily distinct initiatves that enable public participation from those that do not. What I have to notice here is that only thsoe organsation that enable and promote public participation can be called democratic ones. Others actually can not.
So, lets find these distincions and lets enable creation of TOP society which is foundaiton for true democracy.
