      <description>&lt;p&gt;&lt;p&gt;I do not think the EU is responsible for any of its included nations, they are responsible for their own self. So too Belarus.&lt;/p&gt;


	&lt;p&gt;Belarus could be a good thing for the EU if it overcomes it&amp;#8217;s human Rights violations and develops a meaningful democracy. Presently it seems to be negotiating with Russia. Belarus needs energy and Russia could supply it. If it entered the EU, the EU would have to arrange to supply energy.&lt;/p&gt;


	&lt;p&gt;Belarus has a strong children and women health record. This is a plus for them and contradicts the human rights violations.&lt;/p&gt;


	&lt;p&gt;I suspect Belarus will decide it&amp;#8217;s way. The EU could benefit by offering admittance, providing the terms of rights and democracy were met first.&lt;/p&gt;

      <description>&lt;p&gt;&lt;p&gt;I think there are many ways to be a &amp;#8220;POWER&amp;#8221;. I believe the EU has much power for diplomacy, such as trade sanctions etc. The &lt;span class="caps"&gt;NUKE&lt;/span&gt; emblem is useless, if one country started it, the whole of us would be done for. The answer there is total disarmament of all &lt;span class="caps"&gt;NUKES&lt;/span&gt;.&lt;/p&gt;


	&lt;p&gt;It has also been shown (Iraq) that the local people can stand against a major assault. The Swiss train everyone to use weapons safely. I believe that is the best &amp;#8220;total&amp;#8221; defense.&lt;/p&gt;


	&lt;p&gt;So don&amp;#8217;t waste money on superior weapons. I also think the EU should command &lt;span class="caps"&gt;NATO&lt;/span&gt; instead of the US. I realize &lt;span class="caps"&gt;NATO&lt;/span&gt; agreed to be &amp;#8220;with&amp;#8221; the US but that is old needs. Russia is different now. The &lt;span class="caps"&gt;NATO&lt;/span&gt; country&amp;#8217;s within the EU could withdraw from the present &lt;span class="caps"&gt;NATO&lt;/span&gt; and be &lt;span class="caps"&gt;EUTO&lt;/span&gt;. That would also reduce the danger of the radical &amp;#8220;super power&amp;#8221;.&lt;/p&gt;&lt;/p&gt;</description>

      <description>&lt;p&gt;&lt;p&gt;I believe it is essential that the EU have a written constitution. Much problem now is country&amp;#8217;s with in the EU do not know if their sovereignty will be taken from them, what issues are within their power to make decisions.&lt;/p&gt;


	&lt;p&gt;A clear aim or purpose of the European Union must be declared.&lt;/p&gt;


	&lt;p&gt;A divided powers clause, restricting what the EU can decide and the balance left to the individual Country s decision. Thus conserving each country&amp;#8217;s culture and sovereignty.&lt;/p&gt;


	&lt;p&gt;Individuals basic rights must be stated as well as defining the Initiative and Referendum statue to include binding referendum.&lt;/p&gt;&lt;/p&gt;</description>

      <description>&lt;p&gt;&lt;p&gt;EU competitive with US? Unfortunately the bush administration sees only its own purse. I believe another administration (President) and a democratic (party) congress instead of the last 8 years of (republican party) run congress will open doors for a stable situation which could benefit both EU and US.&lt;/p&gt;&lt;/p&gt;</description>

      <description>&lt;p&gt;&lt;p&gt;Are the &lt;span class="caps"&gt;USA&lt;/span&gt; a partner? &lt;br/&gt;
This would be the goal, to be partner with all the world and no war. Present US administration (bush) makes this impossible.&lt;/p&gt;


	&lt;p&gt;However there are good trade possibilities with &lt;span class="caps"&gt;USA&lt;/span&gt;. The EU could make some demands for instance reduce Nuclear and other bases in the EU. Ask the US to reduce it&amp;#8217;s pollution, in respect to global warming and environment, water quality etc.&lt;/p&gt;


	&lt;p&gt;EU is now big, and for that reason can make some demands in it&amp;#8217;s own best interest.&lt;/p&gt;&lt;/p&gt;</description>

      <description>&lt;p&gt;&lt;p&gt;Europe are very friendly neighbors who we can trade with which helps both of us. I enjoy &amp;#8220;chat&amp;#8221; with Europeans but speak only English like may here. Europe is richer with many languages that provide more meaning to a conversation. Our &amp;#8220;English&amp;#8221; is a bit drab.&lt;/p&gt;


	&lt;p&gt;The EU has been an educational experience for me, how not to make a government. I believe it was begun solely by Corporations, designed for trade and profit. The result was a non-democratic system, with &lt;span class="caps"&gt;CEO&lt;/span&gt;&amp;#8217;s running Europe. I think this is very dangerous and hope the people will build their own Constitution. Yes, a constitution must be written, so all know what is is and can write changes to it. Thus it is necessary to have a vibrant I&amp;#38;R (binding Referendum) which will require various groups discussing these matters prior to Initiative and vote.&lt;/p&gt;


	&lt;p&gt;Here the US has become a dictatorship, and it is because the Congress did not follow/enforce the Constitution, and the people were scared by media and administration by falsehoods.  We have no National I&amp;#38;R to correct matters. (if the people were willing to correct and involve themselves)&lt;/p&gt;


	&lt;p&gt;We are in a process, building communication devises for cyber-space. This can evolve into more accurate information and control of government.&lt;/p&gt;
